Issues with Forms

Forms seem to be giving us some issues. They are now added to the workflow of a project and need completion before moving a project forward. Some forms live throughout the life of a project so it does not make sense to complete it, but it is the only way. please help to get this glitch fixed.
Toy Eastes
There are forms we need as mandatory to complete before someone is able to move a project forward, and some that we would like to have the option to leave open and/or move to the next stage. It would be nice to have a choice in the template setup.
